WHEREAS, Section 1, Article V of the Administrative Code of 2023 under “Constitutional Commissions,” established the Electoral Commission as one of the four Constitutional Commissions.
WHEREAS, Section 62.1 of Article IX- The Constitutional Commissions of 2022 XU-CSG Constitution states that each commission including the Electoral Commission, shall have the power to promulgate its own internal rules for the performance of its duties through a majority vote including its Chief Commissioner.
WHEREAS, as stipulated in Section 67. “The Electoral Commission (ELECOM) shall enforce and administer all laws and regulations relative to the conduct of an election, plebiscite, initiative, referendum, and recall.”
WHEREAS, as stipulated in Section 68. “ELECOM shall exercise exclusive original jurisdiction over all contests relating to the elections, returns, and qualifications of all elective officials of XU-CSG.”
WHEREAS, Section 5, Article IV of the XU-CSG Omnibus Code, students who plan to establish new political parties are allowed to share their political ideals and platforms with the student body to gather those with the same sentiments. Provided, that their activities must be strictly under the purpose of the following:
- Sharing of Ideologies
- Platforms for Student Governance
- Political Ideas to the XU Student Body
Anything beyond the scope is disallowed and will be deemed campaigning without the approval of the Electoral Commission. Founding members of a potential political party must send a letter to the Commission informing their intent.
WHEREAS, Section 6. “Any organized group of students seeking registration as a political party may file to the Electoral Commission a petition attaching their platform of student governance and such relevant information as required.” Moreover, any political party that aims to achieve its goals through violence, harassment, or any means of promoting unethical ideas shall not be accredited.
WHEREAS, Section 7. “There is no restriction regarding the number of political parties that may be formed. A duly registered student political party has the right to field candidates.”
WHEREAS, Section 10. “Upon registration of the Political Party and/or Independent Candidate, they shall sign a Memorandum of Agreement, prepared by the ELECOM, as a formal agreement that all candidates and officers under the registered entities shall be obligated to follow all provisions in this code, and shall be liable to any offense, issue, or concern that may arise.
WHEREAS, the Electoral Commission hereby headed by its Chief Commissioner and the rest of the core officers, in accordance to the provisions provided above, proposed to establish the guidelines on Political Party Registration for Botar Atenista 2025.
NOW, THEREFORE, the Commission on Elections (Electoral Commission), by virtue of the powers conferred upon it by the Constitution, the Omnibus Election Code, and other election laws, RESOLVED to promulgate, as it hereby RESOLVED to establish the guidelines on Political Party Registrations.
Registration period for political parties shall be from 8:00 AM February 4, 2025 - 6:00 PM February 8, 2025. All political parties that wish to register shall comply with the following requirements:
- Letter of petition signifying their intent for renewal or application addressed to the ELECOM Chief of Commission.
- Complete list of political party’s internal and external officers and members
- Political party’s Student Platform of Governance or General Plans of Action (GPOA)
- Political party’s Constitution and By-laws.
- Fully furnished political party registration form where all previously mentioned requirements will be submitted.
For campaign monitoring purposes, political parties are required to choose a campaign color. The campaign color should be dominant or should be visible in all colored campaign paraphernalia.
The requirements must be submitted before 6:00 PM on February 08, 2025. Late and incomplete submissions will not be accepted.
BE IT FURTHER RESOLVED by the Commission sitting en banc February 1, 2025, the Commission confirmed the requirements and deadlines of the Political Party Registration for Botar Atenista 2025.
BE IT FINALLY RESOLVED to publicize this decision and be known to the student body.
